イリノイ大学シカゴ校で写真を学び、1991年にロイヤル・カレッジ・オブ・アート（ロンドン）修士課程修了。以降ロンドンを拠点に活動している。歴史や記憶、時間の痕跡を主題に、「記憶の宿る場所」を静謐な視点で捉える写真作品で国際的に知られる。主な展覧会に、「暗なきところで逢えれば」（東京都写真美術館、東京、2013）、「Tomoko Yoneda」（マフレ財団、マドリッド、 2021）など。
Studied photography at the University of Illinois Chicago and received her MFA from the Royal College of Art, London. Based in London, Yoneda is internationally known for photographing sites imbued with historical memory through a quiet and contemplative gaze. Selected exhibitions include We shall meet in the place where there is no darkness(Tokyo Metropolitan Museum of Photography, 2013) and Tomoko Yoneda (Mapfre Foundation, Madrid, 2021).
